That's one billion people, many of whom walk for hours each day just to fetch a few gallons of dirty muddy water which is almost guaranteed to make them sick. They can't just turn on a tap and get clean water like you and I can. They don't have magic wands to cast Aguamenti with. They don't have Tardises to fly away from their awful situation.
